Les limites administratives des EPCI ne correspondent pas aux bassins de vie v\u00e9cus par les habitants. Un inter-SCOT pour ce territoire ? L&rsquo;exemple de P\u00f4le Emploi qui est venu s&rsquo;installer au march\u00e9 de Peyrehorade a \u00e9t\u00e9 tr\u00e8s probant pour r\u00e9pondre aux besoins des entreprises qui n&rsquo;arrivaient pas \u00e0 recruter.<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_probleme-demiettement-et-de-cooperation-1024x662.jpg\" alt=\"\" width=\"512\" height=\"331\"><\/td><td><strong>Il y a un probl\u00e8me d\u2019\u00e9miettement et de coop\u00e9ration entre les institutions en charge des mobilit\u00e9s : convergence<\/strong>. Les communes et les EPCI ont besoin de travailler avec l&rsquo;Etat \u00e0 travers diff\u00e9rents dispositifs pour encourager les acteurs priv\u00e9s \u00e0 prendre en charge certains projets. Il y a aussi des divergences entre les diff\u00e9rents acteurs en charge de la mobilit\u00e9.<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_construire-en-extension-cest-fini-1024x648.jpg\" alt=\"\" width=\"512\" height=\"324\"><\/td><td><strong>Construire en extension c\u2019est fini : controverse.<\/strong> Les \u00e9lus ont pris conscience qu&rsquo;on ne pouvait plus construire en extension sans cons\u00e9quences sur l&rsquo;environnement. Mais d&rsquo;un autre c\u00f4t\u00e9, densifier les zones b\u00e2ties peut parfois les d\u00e9naturer ou les rendre moins attractives pour les populations qui veulent avoir un jardin, un espace \u00e0 cultiver. Il y a d&rsquo;ailleurs de tr\u00e8s fortes disparit\u00e9s entre des villages tr\u00e8s ruraux et d&rsquo;autres avec des centre-bourgs constitu\u00e9s. D&rsquo;un point de vue r\u00e9glementaire, le Z\u00e9ro Artificialisation nette (ZAN) va poser des difficult\u00e9s. La tendance est aux petits collectifs. Cette offre est s\u00e9duisante pour les entreprises qui cherchent \u00e0 loger leurs employ\u00e9s \u00e0 proximit\u00e9 du lieu de travail.<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_transport-a-la-demande-1024x648.jpg\" alt=\"\" width=\"512\" height=\"324\"><\/td><td><strong>Le transport \u00e0 la demande contribue \u00e0 mieux vivre dans le rural : convergence<\/strong>. A CCPOA, les usagers de ce moyen de transport sont tr\u00e8s satisfaits et il y a une augmentation du nombre d\u2019usagers inscrits au dispositif. MACS souhaite explorer retenter l&rsquo;exp\u00e9rience. Les co\u00fbts de fonctionnement avaient eu raison du premier dispositif. Repartir du besoin pour dessiner les lignes ?<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_autostop-1024x648.jpg\" alt=\"\" width=\"512\" height=\"324\"> <\/td><td><strong>L\u2019autostop est adapt\u00e9 au territoire : controverse.<\/strong> La mise en place de l&rsquo;auto-stop \u00e0 travers le dispositif R\u00e9zo&rsquo;Pouce a donn\u00e9 des r\u00e9sultats plut\u00f4t mitig\u00e9s. Revoir l&rsquo;offre ?<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_ruralite-et-dependance-a-la-voiture-1024x648.jpg\" alt=\"\" width=\"512\" height=\"324\"><\/td><td><strong>Quand on habite le rural, on est d\u00e9pendant de la voiture : convergence<\/strong>. On est effectivement d\u00e9pendant de la voiture, mais le v\u00e9lo se d\u00e9veloppe bien. Il faudrait multiplier les voies vertes, peut-\u00eatre s&rsquo;arranger avec certains propri\u00e9taires aussi pour raccourcir les itin\u00e9raires. On pourrait aussi remplir davantage les voitures&#8230;<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_infrastructure-velo-coute-cher-1024x648.jpg\" alt=\"\" width=\"512\" height=\"324\"> <\/td><td><strong>Le v\u00e9lo est un moyen de d\u00e9placement pour les mobilit\u00e9s quotidiennes, mais cela co\u00fbte cher : controverse<\/strong>. Tout le monde n&rsquo;est pas convaincu que le v\u00e9lo puisse servir \u00e0 faire ses courses. Pour beaucoup une piste cyclable n\u00e9cessite de l&rsquo;acquisition fonci\u00e8re afin d&rsquo;\u00e9largir les voiries. Des solutions plus flexibles et moins on\u00e9reuses sont pourtant possible. Certains itin\u00e9raires sont par exemple cyclables en VTT tr\u00e8s facilement. Les am\u00e9liorer ou les indiquer pourrait limiter la cr\u00e9ation de pistes cyclables tr\u00e8s on\u00e9reuses. Enfin le v\u00e9lo \u00e9lectrique peut contribuer \u00e0 r\u00e9duire les distances. La m\u00e9t\u00e9o est cependant \u00e0 prendre en compte.<\/td><\/tr><tr><td><img loading=\"lazy\" src=\"https:\/\/mobilitesudlandes.fr\/wp-content\/uploads\/2022\/02\/211126-Sud-des-Landes-Mobilites_atelier-3_reduire-la-place-de-la-voiture-1024x662.jpg\" alt=\"\" width=\"512\" height=\"331\"> <\/td><td><strong>Pour faire place aux pi\u00e9tons et aux cyclistes, il faut r\u00e9duire la place de la voiture ou la ralentir : convergence<\/strong>. Il faudrait d&rsquo;abord changer la mani\u00e8re dont on per\u00e7oit l&rsquo;espace partag\u00e9 par les diff\u00e9rents modes de transport. La s\u00e9curit\u00e9 des cyclistes, notamment dans les zones o\u00f9 il y a beaucoup de trafic, est primordiale. Un 8\u00e8me axe a \u00e9t\u00e9 ajout\u00e9 \u00e0 la demande des participants : d\u00e9velopper des solutions locales d&rsquo;\u00e9nergie d\u00e9carbon\u00e9e destin\u00e9e aux usages de mobilit\u00e9.<\/p>\n\n\n\n<p>Ces axes strat\u00e9giques ont \u00e9t\u00e9 d\u00e9clin\u00e9s en actions concr\u00e8tes \u00e0 mener. Ces actions ont elles-m\u00eames \u00e9t\u00e9 d\u00e9clin\u00e9es en Zoom pr\u00e9cis quand cela s&rsquo;y pr\u00eatait.
